Work permit

Is he someone already in your squad or someone you are trying to sign? If it's a new signing, then often you'll get a message saying that a permit is being applied for. If it's an existing player, then if eligible, the permit is renewed if they have played in enough games. If not, you'll have to offload him...

New signings need to have played a certain percentage of their country's matches within the past year. This is staggered depending on how good the country is they come from, like in real life really. Brazilians can get permits relatively easily or just use Portugese passports and qualify as EU nationals but someone from China has greater problems.
