There are 64 clubs in the 4thQR, the 42 winners of the 3rdQR ties plus the 22 Conference sides. The draw is regionalised, but I could say how the split is made.

As I said, I can't confirm that the split is even as there are more clubs competeing in the South than in the North, it depends on where the line is drawn.
