I presume a hosepipe ban applies to domestic garden use only, and not to industrial or commercial use like wot a jet washing firm is.

 

However and notwithstanding, it is grossly - almost unbelievably - tactless and provocative of these twerps to do such a thing, not to mention morally dubious.

 

I can't figure out why, if water companies are commercial profit-making ventures, when they fail to supply the goods and services they still expect to be paid. There's a shortage of tinned cat food in Tesco lately, but they don't still charge me for the stuff even though they haven't got any!
