I don't know if CFC have any other history of planning applications and attempted improvement, but to be fair Lazarou didn't try very hard did he? ANY planning application to build or improve a football stadium (or pretty much anything else) anywhere will be greeted with objections from the locals, petitions, rants in the local rag and so on. However that is not what decides the outcome of the application.

When your ground is an eyesore in the line of view of the local MPs home do you think her Council will want to assist CFC or her?

Canada Field was a pretty meadow now it has numerous flats so always possible as a clean-up process

Laz's planning application at Cheshunt was pretty unique, as an activity in making sure permission wasn't granted. He was closer to the local objectors than EFC. Take, for example, the number of matches to be played, the ridiculously high crowds and vehicle movements his application predicted. An honest application wouldn't have been rejected so readily (and would have succeeded on Appeal if the initial decision had any political motivation).
