I think the old law you are referring to RR was the "6 second" one. This was a complete waste of a law as there was a line in there that it didnt count after you make a save. Hence why you see keepers make a simple catch and then dive on the ground. We checked it one night at Harrow Borough via the FA website and laws of the game as it came up in conversation and we weren't sure. If you'll excuse the expression "total waste of time"😂.

As for the new law, the refs have enough difficulty dealing with the ones we have at our level. This will, IMO, very one of those laws that gets introduced, is enforced for the first 10 games or so really strictly and then ends up falling by the way side until there is a big call in a big game that causes a problem for 1 team or other (like the head injury failure to stop the game away at Woking with Scotty last year. 2 minutes later, a Woking player goes down and the game is stopped!!!). 

Surely the FA must realise they are making it harder for the refs not easier.

Not to be one to just complain without offering a solution to time wasting. Very simple really, you have a 4th official that runs the time for the game whilst the ball is in play (much like Rugby or Ice Hockey). The ball is in play for 90 minutes total. You then get a full game without the ref worrying about extra time / injury time etc. Then I'd give the keeper 10 seconds regardless of saves/times etc to release the ball. If he doesn't, book him, regardless of minutes gone in the game (how many times have we seen time wasting by either side go unpunished until the 85th minute of a game). If he does it again, send him off. I'll guarantee keepers won't be holding onto the ball longer than they are allowed then.

I know it will vary from game to game but how long on average is a ball actually in play during a game?

50/60 minutes?

56-60 minutes in Premier League

53-56 minutes in Championship

50-55 minutes in League One & Two

45-52 minutes in non-League (NLS etc)

Agree Ian, a 60 minute I've hockey game is normally 2 hours or so (with 10 and 12 minute breaks in-between periods). Having said that, with the numbers Curtis put below, it certainly tells the story with the wasted time (not all players etc). Perhaps it would actually be better.
