I think it's because you have to reach a certain amount of posts before you get voting rights. I don't know how many though.

That is correct. A new user, with less than 10 posts, cannot vote in Polls or use the Shoutbox. That is a feature of the entire Fans Focus site, not just the 'ricay forum.

But, even when you have posted ten times, I'm not letting you anywhere near my Sanctum.
