It looks like it could be Lenin before he went bald, in which case he's famous for implementing communism and spearheading the Russian Revolution of 1917. However I think that would be far too easy and I see no connection with Slough, other than the fact that the reds used the word slough to describe most of what was sh*t at the time. I get the feeling this picture is older than that though

Ok more sensible suggestion and obvious link to Hornchurch. Is it Thomas Crapper, the man who supposedly pioneered the flush lavatory? I'm sure that somebody can fill in the _________________________________________________________________ with some snidey comment about the PRH and sh*t here.
