As per the e-mail I received from the Football League, the only requirements to qualify for the LDV appear to be a 4000 capacity and 500 seats - precisely the eligibility for the Conference. So effectively any side playing in the Conference is eligible for the LDV.

Think that was the reason they missed out - they had demolished their ground, and since Dover wasnt their own ground, they were stopped from entering the competition.

The eligibility criteria also seem to have been eased since they were stopped from entering anyway.

Was certainly top 12 last season - think it was 8 the year before, so I guess they could revert, and the FL Website only gives the comment "Conference clubs by invitation", so theres no absolute confirmation of numbers there.

They will simply alter the number of byes in Round 1 depending on how many Conference clubs are invited to take part - 12 means 60 clubs in the LDV, so 4 byes in Round 1 and 28 matches, giving 32 sides in round 2 while 8 conference sides means 56 sides in total and 8 byes in round 1.
