To be serious though, saw the story earlier and just shook my head. Isn't there some kind of appeal procedure where light sentences can be increased?

Yes there is Coupy.

The home office can pass the case to the court of appeal on the grounds of lenient sentencing.

In this case it is highly unlikely given the scum-bags previous mental history.
